Submitted for information. The "Tweed" and Torpedo

Boat No.87 have been taken from "Reserve" and sent to patrol

the West River from Samshul to the son until the "Sandpiper"

(now in Dockyard hands) is ready. They have been directed

to specially protect the route mentioned in my letter to

the Governor of Hong Kong, it being much simpler to have one

route laid down.

The Chinese are apathetic with regard to these

robberies and the Viceroy at Canton cannot be got to make

any real effort in the matter, though he intimated he would

do so.
